and community mental health centers as well the original city/county government and district offices, continuing to promote social worker professional assessment and case management mechanism and enhancing reporting of fragile families and crisis families, results as presented in Table 10-3.
ā–¸Section 4 Disaster Relief
In recent years, extreme climates happen frequently and disasters keep pouring in, so high attention is paid to various kinds of disaster prevention work. Disaster prevention and rescue work is developed and advanced continuously, including disaster reduction, disaster preparedness, emergency handling and restoration. Meanwhile, the role functions of social administration are reviewed and improved all the time. The Social Assistance and Social Work Division of the Ministry of Health and Welfare mainly takes charge of "residential relocation for victims," "material preparation for people's livelihood," and "consolation and care for victims." Only by making full preparations before the disaster, can we deal with various problems when disasters happen.
When the flood season and typhoon season were coming every year, the local government would take special measures including temporary sheltering for victims, social assistance and vulnerable protection according to Disaster Prevention and Response Act. In 2021, 5676 disaster affected resident shelters were planned by city and county governments, able to hold 2.34237 million people. 205 locations were
opened in 2021 for typhoon 0721 In-fa, 0804 typhoon Lupit, 0808 floods, 0910 typhoon Chanthu and 1010 typhoon Kompasus and held 1,858 people.
The results of measures in response to COVID-19 are as follows.
1. Compensation for those under home isolation, home quarantine and family members as caregivers: Following the Guidelines on Compensations for Those Under Home Isolation and Quarantine, those under home isolation, home quarantine and family members who are caregivers could be compensated provided that they have not violated relevant regulations regarding these measures, and have not received salaries or subsidies of a similar nature. As of the end of December 31, 2021, the MOHW had approved 391,289 epidemic prevention compensation cases with the amount of NTD 5,273,304,000.
2. Emergency relief in response to the pandemic: In response to the COVID-19 pandemic, MOHW revised the "Strengthening Social Safety Net Program: The Emergency Relief Project" on March 19, 2020, to care for people whose jobs were negatively impacted by the pandemic, and suffered from economic difficulties. Criteria for emergencies caused by the pandemic were added with application procedures streamlined. Moreover, middle- and low-income households were helped with the "Expansion of Emergency Relief Implementation Plan in Response to the Pandemic" approved by the Executive Yuan on May 6, 2020. The original standard was relaxed to 1.5 to 2 times (from
