  e. In December 2021, President Tsai Ing- wen was invited to deliver opening remarks at the Taiwan Healthcare+ Expo. The Expo gathered 1,850 booths, 622 online booths, over 30,000 experts and approximately 180,000 attendees/leads. It created market value of at least NTD 2.77 billion. The Expo was a successful model of Public-Private Partnership to promote industrial upgrade, and create a new framework for Taiwan health industry.
C. Foreign Visitors: 117 foreign guests from 25 countries visited in 2021. Aside of general visits, the two sides shared information on health and welfare policy, medicine, food, health insurance, technology and bilateral cooperation (Figure 12-2).
2. International Medical Aid
Facing global climatic anomalies and frequent disasters, we have shown compassion by offering international assistance in health care while demonstrating Taiwan's significance to the international community.
(1) Taiwan International Health Action (TaiwanIHA): TaiwanIHA is a task force formed by the Ministry of Foreign Affairs (MOFA) and the MOHW in charge of international medical cooperation and emergency medical aid. In April 2021, the Ministry of Foreign Affairs, the MOHW, International Corporation of Development Fund, National Applied Research Laboratories, and National Science of Technology Center for Disaster Reduction collectively signed the MOU on the Consultancy Project for Disaster Management and Medical Capacity Building in Saint Vincent and the Grenadine.
(2) Global Medical Instruments Support & Service Program (GMISS) collects usable and essential medical equipment from hospitals in Taiwan and donates to the needed countries in accordance with our diplomatic policy. In 2021, medical devices were donated in 8 shipments to the Laos, Papua New Guinea, Cambodia, Vietnam, Paraguay and Mongolia.
(3) Taiwan International Healthcare Training Center (TIHTC): The MOHW established the Taiwan International Healthcare Training Center in 2002. It has helped healthcare professionals of Taiwan's diplomatic allies and friends receiving training in healthcare insurance, medical management and medical technology in Taiwan, improving their medical care qualities and living standards. TIHTC trained 168 trainees in 2021 alone; it has trained 1,992 trainees from 73 countries as of 2021 since its inception.
(4) The MOHW continued to cooperate with the MOFA in 2021 to commission domestic hospitals to implement the "Medical Cooperation Project with Pacific Allies and Friendly Countries." They include the "Taiwan Health Center Program" in the Marshall Islands, the "Taiwan Medical Program in Palau, Nauru and Tuvalu," the "Mobile Medical Team in Fiji," and the "Mobile Medical Team in Papua New Guinea." Medical services or consultations are provided by medical personnel sent to the locations or online, as well as assistance for public health promotion activities. All projects were funded by the MOFA. In November 2021, Taiwan Health Center and Ministry of Health and Human Services of Marshall Islands collectively hosted a COVID-19 international conference. 13 expert scholars from 6 countries, including the USA, were invited to deliver keynote speeches and total of 259 physically participated.
