ā–¸Section 3 New Southbound Policy (NSP)
1. The first phase of the NSP Medical Cooperation and Industrial Chain Development Program (2018 to 2021) focused on India, Indonesia, Thailand, Philippines, Malaysia, Vietnam, and Myanmar as the seven NSP priority countries. It has shown concrete success.
2. In addition, from 2017 to 2020, the Taiwan's healthcare export growth rate to the seven NSP countries was higher than Taiwan's overall export growth rate. In the first three quarters of 2021, Taiwan's healthcare export growth rate to the seven NSP countries was 21.38%. International patient visits had increased steadily from 2017 to 2019. (Close to 40%) and the value increased by approximately NTD 1.57 billion. International patients have been affected by COVID-19 pandemic since 2020. As of December 2021, international patient visits from the NSP countries were 134,000, accounting for 49%. In addition, a total of1,767 foreign healthcare professionals received training in Taiwan from 2018 to 2021, while 913 were from new southbound countries, accounting for 51.7%.
3. In addition, the One Country, One Center (1C1C) program has matched 296 vendors as of December 2021, and established health cooperation mechanisms with seven NSP counties. The 1C1C program offered advanced clinical studies or training courses. In 2021, it trained a total of 411 (32 physically, 379 virtually) healthcare professionals from the NSP countries and held 123 virtual/physical conferences to share Taiwan's anti-pandemic experience with fruitful results.
4. In 2021, the MOHW held 6 webinars to share experience of TCM use and clinical care with practitioners from Malaysia and Vietnam, increasing opportunities of expanding new southbound market. A total of 692 people participated in virtual or physical conferences.
5. In 2021, the MOHW participated in Taiwan Virtual Expo in Vietnam, Malaysia, Thailand, India, and Indonesia, to demonstrate the applications of NHI Digital technology in COVID-19 response.
6. In September 2021, the MOHW held "Taiwan FDA and Australia TGA Medical Devices Virtual Meeting." Taiwan and Australia discussed medical device regulation management, COVID-19 related medical device management, and software as medical device management.
