A total of 20,778 organ donation consents were obtained till the end of 2021, bringing the cumulative total to 504,834 entries over the past years.
To encourage organ donation, in 2002 the MOHW established the Taiwan Organ Registry and Sharing Center. This measure such has given Taiwan the second highest organ donation rate in Asia, and posttransplant survival rates comparable with those of developed countries — a testament to the quality of Taiwan's healthcare system. In 2017, the MOHW published the "Regulations for Implementing Approval and Administration of Human Organ Transplantation" as well as the "Regulations for Organization and Operational Management of the Ethics Review Board for Human Organ Transplantation," to improve the quality of organ donations and transplantations. The Guidelines for the Transplant of Living Donor Kidneys were announced in 2019 stipulating that transplant of kidneys willingly donated to someone not a relative can take place with the approval of the
Organ Transplant Medical Ethics Committee to increase the chance of people waiting on the transplant list receiving a transplant. Furthermore, the Ministry also published the "Guidelines for Donation of Organs after Cardiac Death" for evaluation of medical institutions and successful milestone of organ donation development.
▏Section 4 Promoting Electronic Medical Records (EMR) Adoption
In 2021, the Electronic Medical Record Exchange Center continued to maintain the system automatic interface with the Bureau of Labor Insurance, Centers for Disease Control and the MOHW Department of Mental Health and Oral Hygiene and for critical OCHA and TRAUMA. Also, to reduce the pressure on medical staff from signing off medical records, from 2019 medical staff mobile certificates were introduced and, at the end of 2021, 12 hospital including NTU Hospital had applied to use them.
