 6. The Plan for Strengthening Efficacy of Hospitals in Remote Areas and Regions with Insufficient Medical Resources was implemented since 2016. In 2021, the Fengbin Branch of MOHW Hua-Lien Hospital, Chenggong Branch of MOHW Taitung Hospital and MOHW Hengchun Tourism Hospital to hire more specialist physicians to offer relevant medical care services.
7. The Medical Human Resource Replenishment Plan for remote and offshore areas has been implemented. Drawing from the actual demand for specialists, physicians and other medical personnel have been asked to provide diagnosis and treatment services. In 2021, the MOHW Taitung Hospital was subsidized by providing 463 outpatient services were provided for 7,761 patients; 104 hours of emergency response services performed, provided for 47 patients.
8. Implemented the Improvement Plan for underserved areas to establish three improvement models, namely, Nighttime and Holiday First-Aid Stations, Emergency Care Stations in Touristic Areas, and Improving Emergency Care Efficacy in underserved areas to ensure that emergency care services are available 24hours around the clock.
9. Construct networks of intelligence in medicine and health care for indigenous communities and offshore areas:
(1) Upgrading the medical informationization capacity for health centers in indigenous communities and offshore areas: Health Information Systems (HIS) had been established at 73 locations of health centers (rooms) in indigenous communities and offshore areas until 2021, and the system served 1.366647 million outpatients in 2021; Picture Archiving and Communication Systems (PACS) have been established at 45 locations of health centers (rooms). The MOHW Taoyuan General Hospital assisting in interpretating medical image cases to raise the level of medical service efficiency and quality with a total of 26,000 cases in 2021.
(2) Telemedicine in specialist clinic: These were launched at 28 medical institutions— the public health centers in Lanyu and Ludao townships, Taitung County and in Wangan(Jiangjyun) and Xiyu townships, Penghu County, as well as Lienchiang County Hospital—until 2021. As of the end of 2021, 5,113 people were benefitted by the program, which contributed to increasing medical care accessibility in the aforementioned communities and their capacity for rendering medical care services.
10. Subsidization of establishing medical facilities: To enhance local medical services, medical personnel are encouraged to set up medical institutions in indigenous communities and offshore areas, with a maximum of NTD 500,00 provided for each. In 2021, four medical institutions were established after receiving the subsidy.
11. Improving medical equipment and resources for health centers(rooms) in indigenous communities and offshore areas: 145 items of the replacement for medical equipment have subsidized in 2021. In addition, funding has also been provided for 2 (re)constructions, 1 renovation and 2 repairs of health centers (rooms).
12. Transport subsidization for taking medical treatment: To reduce the financial burden for people in seeking medical assistance, the cost of flight (boat) for severe injuries/ illnesses patients take by their own were partially subsidized in offshore areas, and a total of 21,059 people in 2021. In addition, the transport fees for referral of indigenous people, major or urgent injuries/illnesses patients going for medical treatment were subsidized; from November, 2019, subsidies of transport fees for prenatal checks and birth in indigenous areas have been provided, which can increase the prenatal checks use rate, and protect the health of pregnant women or newborns. In 2021, a total of subsidized 17,180 people benefited.
