 (3) In 2021, local governments and NGOs cultivated a total of 412 representatives of children and youth to participate in the policy making and coordination of affairs concerning children and youth to enforce the social participation and the right to be heard of children and youth. In addition, children and youth (including disadvantaged children and youth or those in specific situations from fragile families, remote and rural villages, placement, receiving experimental education or home education) empowerment projects were subsidized to benefit 59,511 person-times.

As of the end of 2021, there were 71 centers of family childcare service that oversaw 27,547 childcare providers caring for 25,754 children under the age of 2 (Figure 9-2). Of these, 22,880 signed contracts with local governments to become quasi-public family childcare providers for a contracting rate of 92.98%.
As of the end of 2021, there were 1,373 baby care centers with 38,585 children under care in Taiwan as shown in Figure 9-3. These included 1,060 private baby care centers with 28,722 children under care. 859 were contracted under the quasi public policy with contracting rate of 97.84%; there were 313 public institutions run by private baby care centers (including 127 public community baby care centers) with 9,863 children under care.
