        In response to the structural changes of
population and family, Taiwan's family policy was
revised and passed on May 3, 2021 by the 29th NTD 50.84 million. committee meetings at the Executive Yuan Social
Welfare Promotion Committee. The amendments
were promulgated, with 6 major goals: (1)
Reinforce family education gender quality, and
promotion of positive relationships in families, (2)
Advocate family values and inclusive diversity,
promote family harmony, (3) Develop lifecycle
support system, and exhibit family functions,
(4) Establish economic protection and friendly
workforce, promote family and work balance, (5)
Protect families' rights to adequate housing and
provide livable environment, (6) upgrade violence
prevention and protection services, and create
family safety environment.
In addition, the Executive Yuan approved the "Strengthening Social Safety Net Program" in 2018 reviewing the current policy and changing the focus of service intervention from "individual" to "family." Through the establishment of social welfare service centers, we integrated overall service system policies. To cooperate with phase 2 of "Strengthening Social Safety Net Program" on July 29, 2021, the family service functions were added by providing accessible services, enhancing and supporting the function of families, and constructed a dense social safety network.
ā–¸Section 1 Women's Welfare
Social services for women are aimed to empower women from women's standpoint. Key achievements in 2021 are shown as follow:

By operating the Taiwan Women's Center, which serves as a platform for promoting women's welfare, women's rights, and gender mainstreaming, and interaction with international women's organizations and between public and private agencies. In 2021, there were 25 domestic organizations used its facilities. The center also welcomed 18 governmental organizations at home and abroad, attracting 5,305 visits. Since the opening on March 8, 2022 there have been 156,365 visitors as of the end of 2021.
4. To develop more forward-looking women's welfare services, the Ministry launched a plan for empowering local governments to promote innovation for women's services. The research on trends of women's needs was leveraged to identify local women's issues and needs (personal safety, economics and employment, care needs, career development and retirement). By 2021, we integrated 12 local government and NGOs to produce 5 innovative service modes, 7 projects planning, and 5 social influence reports.

By strengthening capacity of 32 Women Welfare Service Centers, the MOHW linked government and private resources to provide services for women's growth, counseling, case management, employment support, exploration of topics, and exhibitions for women. In 2021, the centers provided services for 418,124 people.
