▏Section 1 Rights Protection for Persons with Disabilities
1. In accordance with the Act to Implement the Convention on the Rights of Persons with Disabilities (CRPD), the second report has released and the second international review meeting will be held in 2022, experts on international human rights will be invited and build a dialogue with people with disabilities and their representatives and government agencies.
2. "Disabilities Evaluation and Needs Assessment" for persons with disabilities specifies that persons with disabilities' body structures body functions, activities, and social participation, were evaluated by a professional assessment team. Single point of contact was created for people to receive personalized and diverse welfare services. In 2021, there were 399,938 people who applied for disability qualification, with 358,176 people who met the criteria and 358,176 who underwent needs assessment, consultation and referral of relevant resources.
▏Section 2 Financial Security for Persons with Disabilities
1. In 2021, persons with disabilities who meet the criteria for household income and assets received monthly life subsidies of NTD 3,772, NTD 5,065, or NTD 8,836. There were 351,254 recipients per month on average, and the total amount was NTD 22,333,590,000.
2. The subsidies for day care and residential care for persons with disabilities exceeded NTD 9,438,777,000 in 2021 and benefited 50,990 recipients each month on average.
▏Section 3 Care and Support for the Persons with Disabilities
and their Families
1. Personalized Care for Persons with Disabilities and family support services: Services that improve living quality and social participation among persons with disabilities include home care, supportive service for independent life, daily living reconstruction, day care, homebased care services, and residence/
housing in community. To help reduce care burden of family members and provide support to caregivers, family support services including temporary and short-term care for persons with disabilities and trainings and courses for caregivers have been provided. By the end of 2021, exceeded NTD 6,039,300,000 was subsidized and 15,019,660 benefit recipients.
2. Localizing and Downsizing of Institutional Care: As of the end of 2021, there were 267 welfare institutions for people with disabilities. A total of 21,894 residents provided services for 17,779 residents. The primary services were day care, residential care, art education and vocational activities. To support institutions downsizing their facilities into community-based facilities, the MOHW implemented program with the operations to commission, conduct, and execute the Article 19 of the "Act to Implement the Convention on the Rights of Persons with Disabilities". The MOHW adjusted the service model of institutions and established the mechanism to transform institution care into community-based services with the Public Welfare Lottery Subsidization Fund Program.
3. Assistive Devices for Persons with Disabilities
(1) In 2021, there were 36 assistive device centers across Taiwan to provide assessment and consultation for people in need of devices as well as promotion and maintenance services.
(2) Persons with disabilities continued to receive subsidies cover assistive devices. 61,553 persons with disabilities benefitted from the total subsidies of about NTD 564,870,000 in 2021.
(3) In order to assist persons with disabilities, the elderly, and others with mobility issues caused by stairs, assistance was provided to local governments of twelve cities and counties to install stair climbers for persons with disabilities by the end of 2021. A total of 32,274 people were served.
(4) A comprehensive plan for subsidizing medical assistive devices to persons with disabilities was implemented. In 2021, there were 13,246 payments totaling NTD 68,922,630.
