  Chapter 1 Prevention of Gender- Based Violence
Gender-based violence (GBV) refers to violent acts directed at an individual in terms of physical, gender, and psychological harms and sufferings. Common patterns include intimate partner violence (IPV), sexual assault, sexual harassment, and abuse on children, elderly people, and persons with disabilities. In addition to laws and policies, by establishing a cross- ministerial coordination network, reporting system, and information platform; raising the awareness of GBV prevention; and encouraging social workers to engage in protective social work as full-time and long-term profession, we effectively enforce GBV prevention to build a safe and friendly society.
▏Section 1 Inter-departmental Network Integration Mechanism
1. Established an inter-departmental communication platform: In 2021, three meetings of the Domestic Violence and Sexual Assault Prevention Promotion Group were held to review the current promotion of domestic violence and sexual assault prevention and put forward suggestions for improving inter-professional network coordination and intervention strategy.
2. The MOHW conducted protection service and prevention network inspection project. By assisting and guiding all municipal county and city governments with policy implementation and emphasis, the MOHW upgraded the work quality of protection service.
▏Section 2 Reporting System and Information Platform
1. Implemented the statutory responsibility report and established the National Protection Information System and Case Management Process Control System: "Promoting Care E Plan." A case tracking management mechanism was put in place, and an information sharing platform was established for the use of a prevention and control network by related staff.
2. 113 Protection Hotline: Statistics show that there were 23,358 cases meeting the protection criteria from the 113 hotline in 2021,

including 14,132 cases on adult protection the highest (61%), 8,538 cases on child and youth protection the second highest (36%), and 688 cases of sexual assault (3%), as shown in Figure 11-1.
▏Section 3 Promoting Prevention of Gender-Based Violence
1. Promoted the primary violence prevention plan in communities: Subsidies were used to guide community groups in conducting gender-based violence prevention and education activities, and in fostering a concept of zero-violence and zero tolerance in communities. 22 counties and cities and 104 plans were subsidized in 2021, with 457 communities participating.
2. Training community violence prevention lecturers: To cultivate community violence prevention lecturers that would promote violence prevention in local neighborhoods and villages, As of 2021, 92 community violence prevention lecturers have been trained with 1,600 sessions benefiting more than 150,000 people.
3. Promotion of digital/network gender violence victim service trial plan: In 2021, there were 565 appeal cases in which adult victims' private sex videos spread without consent. Removed videos, and referred to suitable units with appropriate services.
