 4. Upgrade professional images: promotional videos for caregivers were shoot, Facebook and Line as means of promotion, to enhance people's knowledge of caregivers, and upgrade their professional images.
▏Section 2 Social Workers and Medical Professional Workforce
In an effort to boost the quantity and quality of professional long-term care workers while addressing the need for long-term care service personnel training, the Ministry has planned and promoted long-term care training courses of various categories, classified into three levels: Level I - Level III. In order to accomplish the goal of enhancing the outcome of training, the Ministry has officially launched a digital learning platform for professional long-term care workers in March, 2017 for the promotion of common Level I courses in the digital format. The platform provides trainees with convenient access to training courses and learning materials. As of 2021, over 150,000 long-term care medical and social work personnel have been nurtured.
Chapter 4 Long-Term Care Services Quality
▏Section 1 Establishing Appraisal Control Mechanism and
Various Mechanism to promote Long-term Care Services Quality
1. On a trial basis, the MOHW introduced benchmarks for monitoring care management operations at Long-term Care Management Centers set up by municipal governments. Notifications were sent to municipal governments on January 15, 2020. Showing on this front would be included in the ministry's evaluation of their health administration performance for 2021. As such, municipal governments were encouraged to establish a self-monitoring mechanism for their care management operations. In order to implement random service inspections of long-term care management center by municipal government,
and upgrade the efficiency of random inspections, drew up the "Random long-term care service inspection and abnormal condition report operational procedure." The municipal government was authorized to supervise the responsible units within the jurisdictions within their jurisdictions and managerial needs.
Since the Long-Term Care 2.0 Plan was implemented in 2017, the deployment of care providers and other resources has grown substantially. On top of a significantly expanded service capacity, the MOHW has done the following to enhance the quality of long-term care:
(1) Conducting Periodic Evaluation and Establish an Audit Mechanism:
A. Under the Long-term care services Act and the Regulations for Evaluating Long- Term Care Institutions, such legally established entities shall undergo evaluations every four years. Evaluation results are given to local governments to disclose to recipients of long-term care services. Any long-term care institution that fails to pass the said evaluations shall be given a probationary time to rectify the failure. Based on the subsequent remedial action, it may be subject to a fine or a suspension of operations, or have its business permit revoked.
B. Following the Long-Term Care Services Act and its sub-laws, local governments are supposed to undertake management of long-term care institutions and personnel and should conduct at least one surprise inspection each year.
(2) Implementing contractor management and an exit mechanism:
A.The MOHW modified long-term care services contract template for municipality and municipal governments contracting with providers. Municipal governments are authorized to investigate and supervise these contractors whenever they see fit, or implement inspections. As well,
