▏Section 2 Services for Vulnerable Families
1. Roll-out of social welfare service centers to enhance the delivery of welfare services: 156 social welfare service centers were progressively completed over multiple years to create a safety net for families. A total of 148 centers were completed by 2021, and approved subsidization for a total of 1,083 social workers nationwide (944 social workers and 139 supervisors), serving a total of 102,025 families (with 50.05% of males and 49.95% of females receiving services). Services are provided based on family composition and needs.
2. Strengthening services for vulnerable families through public-private partnerships: The roll-out of social welfare service centers and additional manpower for service organizations were used to re-build the private-public partnership so that vulnerable families could receive timely assistance. NGO groups and local groups that previously serviced children and youth in families at high risk were redirected to provide multidimensional services for vulnerable families or other specialized service programs to strengthen preventive services in community. In 2021, the SFAA subsidized a total of 52 NGOs to conduct family empowerment services, cooperated with 19 NGOs to conduct parenting guidance services, and expanded 201 community support service points. A total of 14,397 families were served.
3. Continued to implement the outreach program for disadvantaged children under the age
of 6: Tracking and counseling mechanism for 7 categories of children under the age of 6 including those that did not enroll for elementary school as required by law, and did not complete their scheduled vaccinations, etc. was strengthened. When high-risk families were identified by household registries, social services, health clinics (public health nurses) and schools, if any cases fulfilled the requirement of Articles 53 and 54 of Protection of Children and Youths Welfare and Rights Act, the local government Department of Social Welfare would visit and check on the family. In 2021, a total of 951 such visits were conducted.
▏Section 3 Services for Early Intervention Families
1. Local governments were supervised to set 35 reporting and referral centers. In 2021, 26,392 children with developmental delay were reported and the nationwide reporting rate was 14.35% (Figure 9-4).
2. In 2021, local governments were supervised to set 56 case management centers, and- helped developmentally delayed children apply for 59,865 intervention subsidies totaling NTD 448,690,000 (Figure 9-5).
3. In 2021, 12 local governments promoted community-based early intervention services in 96 townships and villages with insufficient early intervention resources. To protect the rights of children with developmental delay in rural areas and their families.
