 ▏Section 4 Services for Families with Special Needs
1. Adoption Service for Children and Youth: Starting from May 30, 2012, all adoptions of children and adolescents must be handled by an approved placement institute for children and adolescents. As of the end of 2021, there were eight approved institutions (with 12 service centers). These institutions matched 218 children with adoptive parents in 2021 (121 were adopted domestically and 97 overseas).
2. Assistance for Families in Hardship: In 2021, emergency assistance for livelihood, children living allowance, children nursery allowance, medical subsidy, subsidy of litigation, children education allowance, and career development loan are available for families in hardship. There were 18,424 families receiving these benefits for a total of 127,852 times, with total subsidies exceeding NTD 445,160,000.
3. Support for Pregnant Women Age under 20:
(1) A teen pregnancy hotline (0800-25-7085) and website (https://257085.sfaa.gov.tw/) provided assistance and consultation to minors who became pregnant. In 2021, there were 951 calls to the hotline, 240,259 visits to the website, and 307 consultation mails and online inquiries received.
(2) In 2021, counties and cities provide case management service for pregnant girls age under 20 and underage parents, covering economic subsidization, healthcare, childcare service, referral, fostering, and adoption, these services were used 14,723 times.

Chapter 3 Welfare for the Elderly
In March 2018, Taiwan became an aged society. By the end of 2021, the elderly population 3,939,033 people, accounting for 16.85% of the total population. In response to the trend towards an aged society, the MOHW planned a new aged social policy blueprint. On September 27, 2021, the Executive Yuan approved the amendment of the white paper of aging society. The MOHW unveiled the four major prospects of autonomy, self-reliance, communion, and sustainment. The five policy goals of aging health and autonomy, upgrading social connection of elders, promoting generational harmony, building an age friendly and safe environment, and reinforcing social sustainable development were implemented.
▏Section 1 Income Security for the Elderly
1. Monthly living allowances of NTD 3,879 or NTD 7,759 are offered to guarantee the economic security and basic living standard of lower- middle income elder people. In 2021, there were 186,225 elder people who received a total of more than NTD 15,010,480,000 in subsidies.
2. To provide senior citizens with an additional option for economic security by helping them convert real estate they own into cash that can be collected monthly, the Senior Citizens Welfare Act now encourages financial service providers to offer commercial reverse mortgage services. At the end of 2021, the service was offered at 14 banks with 5,626 applications received.
