 framework serves as a comprehensive disaster prevention mechanism. The NHCC operates at the central, regional, and local government levels. The overall command structure is shown in Figure 6-1. In normal operating times, the International Health Regulations Focal Point remains operational to facilitate reporting of cases and response to an important epidemic and public health emergency in normal times.
ā–¸Section 2 Disease Surveillance and Investigation Mechanisms
Disease surveillance aims to quickly detect the incidence of diseases and to establish a pattern of progression so policymakers can arrive at a sound decision. Taiwan CDC has established a diverse communicable disease surveillance system. The integration and analysis of surveillance data forms the empirical foundation

1. A platform for prompt consolidation and analysis of epidemic information.
2. A diversified communication system for real-time information on the epidemic situation.
3. IHR Focal Point facilitates exchanges epidemic information.
4. Depending on the local and international epidemic situations, the Central Epidemic Command Center (three levels: department, ministry, and Executive Yuan) is activated to consolidate cross-departmental resources. As the epidemic subsides, command officials may recommend disbanding the command center to the Executive Yuan, which makes the final decision.
1. Taiwan CDC established six regional centers which oversee communicable disease control efforts conducted at the local government level.
2. Six Communicable Disease Control Medical Network (CDCMN) were established throughout the nation. Each has a head commander, deputy commanders, designated isolation hospitals, and response hospitals. When the Central Epidemic Command Center is activated, each CDCMN helps distribute medical resources in its jurisdiction, and isolate / treat patients if necessary.
1. Conducting local communicable disease control efforts.
2. Local officials shall establish local epidemic command centers depending on the epidemic situation.
