 ▏Section 3 Intervention for Sexual Assault Offenders
1. Active coordination for the establishment of venues for compulsory treatment of sexual assault offenders after completing sentences by Article 22-1 Sexual Assault Crime Prevention Act: As of the end of 2021, there were five venues accepting 13 offenders.
2. In terms of community intervention provided for sexual assault offenders, in 2021 a total of 7,690 offenders underwent treatment and counseling, including 34 who were deemed not to need treatment, 1,508 who completed the intervention and 5,397 who were still undergoing intervention. There were 8 offenders referred for compulsory treatment, 391 whose intervention was suspended for specific reasons, and 352 for whom intervention was not carried out. Of the community treatment cases for which intervention was not carried out for a reason, counties/cities governments imposed administrative fines on 444 people and 385 referred for compulsory treatment.
▏Section 4 Quality and Education of Sexual Assault and Sexual
Harassment Prevention
1. Serious Sexual Assault Cases Review Meeting: In 2021, a total of two meetings were held to review 15 cases covering three categories, including sexual assault cases below high school or below, placement of institutional sexual assault cases, and repeat sex offenders after registration. The MOHW conducted the contact and supervision community meetings for treatment of perpetrators, established appraisal and management mechanism of community treatment personnel, and continued to improve treatment quality and reinforce supervision mechanisms. In addition, the institutional educational training of counselors was implemented, and supervision mechanisms were reinforced, to avoid unsuitable personnel from entering institutions.
2. Professional training on prevention of sexual assault and sexual harassment: Two "Professional Training Class for New Sexual Assault Prevention Personnel" were conducted in 2021. According to sexual harassment inspection personnel training plan, conducted beginner and intermediate courses, established talent pool of sexual harassment inspection, provided reference uses for local government, and reinforced investigation quality of sexual harassment.
3. Strengthening of preventive education: In 2021, MOHW subsidized a total of 10 local governments and non-governmental organizations jointly for organizing awareness- raising programs for sexual assault prevention, and over 800,000 people benefited from the subsidies. Furthermore, the digital learning materials on "Prevention of sexual assault in children and juvenile institutions" were completed to help frontline personnel learn about sexual assault in institutions and improve their professional knowledge and skills.
Chapter 4 Children and Youth Protection
To comply with the inherent right to life, survival, and development of the child and youth, and the provision of an environment suitable for the growth of children and youth as emphasized by the CRC, we improve the quality of protective services for children and youth by establishing a service process, structural assessment tools, and timeliness and quality control mechanism for child and youth protection against sexual exploitation; and empower resources relating to parenting education services and raise child and youth care service quality and capability. In response to the "Strengthening Social Safety Net Program", in February 2018 we began to combine multifaceted risk information across government departments by integrating the child and youth protection, high-risk family reporting, and related service systems for a comprehensive assessment of the protection and risk factors of children and youth.
