(1) Building a Tobacco-Free Environment through the "Tobacco Hazards Prevention Act".
A. The local government designated non-smoking places according to the conditions, taking into account ventilation and the number of people entering and existing; over 30,000 places have been designated as non-smoking places.
B. Local health bureaus conducted more than 32.4 million inspections of over 510,000 sites and penalized 5,521 violations fined over NTD 24.28 million.
C. 217 hospitals in Taiwan have become members of the Global Network for Tobacco Free Healthcare Services (GNTH). Presently, 29 hospitals in Taiwan have been recognized as International Gold-level Members, making Taiwan the network with most International Gold- level Members worldwide.
(2) Comprehensive Smoking Cessation Programs.
A. Smoking cessation service subsidies were provided, including smoking cessation treatment service fee, case follow-up fee, smoking cessation education and case management fee and with drug fee comparable to National Health Insurance, with a maximum of NTD 200 copayment charged. As of 2021, there were 3,479 smoking cessation specially-engaged institutions and contracted pharmacies, with 12,523 contracted smoking medical professionals. In 2021 103,858 people received smoking cessation services, down on the same period in 2020 (139,570) by 35,712 people due to COVID-19, a service volume reduction of 26%. In 2021 32,000 people received smoking cessation services and an estimated 41,000 were helped to quit. In the short-term an estimated NTD 170 million in national health insurance medical expenditure has been saved and NTD 13.5 billion in economic benefit will be created over the long-term.
B. From 2003 to 2021, 1,484,118 persons used the MOHW's free smoking cessation Quitline(0800-63-63-63).
C. Local departments of health have joined forces with public health centers or medical institutions to organize smoking cessation workshops. In 2021, 284 smoking cessation workshops were organized and 2,786 people enrolled.
2. Betel Quid Hazards Prevention Program
The Betel-quid Free Supportive Environment Program was promoted, directed at occupations with high betel quid use. In 2021, 127 screening services and betel quid hazard promotion sessions were held with more than 3,600 people examined.
ā–¸Section 2 Nutrition and Obesity Control
To promote active lifestyles, the MOHW educates people about calories and nutrition literacy, maintaining a healthy body weight, improving physical/mental and social health to prevent chronic diseases.
1. The MOHW has promoted "Nutrition and Healthy Diet Promotion Act" legislation as a way to improve people's nutrition and nutrition literacy by constructing a supporting environment for healthy eating.
2. Mainly targeting the elderly, more Community Nutrition Promotion Centers were established in local cities and counties in 2021. Branches were encouraged in remote areas to help increase community capacities for nutrition care. These centers had served more than 55,000 senior citizens and aided over 1,000 meal-sharing facilities or community eateries in providing age-friendly, healthy diets.
3.The MOHW is keen to draw on current events and certain holidays in promoting the importance of healthy diets. "My Meal" balanced diet continued to be promoted, with diverse materials developed and online activities held. Healthy diet models were developed with farmers associations, lunch box operators and convenience stores etc. and promotion enhanced through bureaus of health and community nutrition promotion centers.
4. 21 texture adjustment dietary training courses were held; 18 food service operators and 10 community care centers were counseled; the online "Seniors Plate" recipe video was provided to help people cook easily at home.
